We can say Romania emerges from diplomatical recession and becomes again regional player

Romanian Foreign Minister Teodor Baconschi said on Dec. 16 that Romania succeeded in connecting internal and foreign policies, both at the European and regional level so that our country could emerge from "the diplomatic recession" and from a certain auto-isolation, by becoming a "regional player" once again.

"We live not only in a volatile, unpredictable world, as very often we hear saying, but also in a process of attrition of some geopolitical paradigms that seemed very solidly materialized, following the implosion of the Union of Soviet Socialist Republics, the victory of the liberal model and generally all those arguments fueling the West's political arrogance. Well, in this context, I came to the conclusion that a Romania, submersed in the economic crisis, in recession, has still been able to connect the internal policies with the foreign policies, both at the European and regional level. Therefore, we could say we also emerge step by step from the diplomatic recession, from the deadlock, from a certain auto-isolation and we become a regional player once again, a more modest player, with no claims to the position of top player, but a player who is taken into account. Romanian appears, as I notice following contacts with my EU counterparts, as a state that understood things in a different way, in their regional dynamics, changed its stance at the right moment, succeeded in regaining credibility and maybe being consulted, it has to be consulted when we are talking about the instruments NATO, but especially the EU uses in relation with our eastern neighbours," Romanian foreign minister said late on Dec. 16, while attending the debate entitled Romania's Regional Policy in 2011: The Year of Open Relations.

The top Romanian diplomat said 2011 was a year when our regional policy changed its "physiognomy", dynamics and at the same time its direction.

Teodor Baconschi stressed the importance of the EU Strategy for the Danube Region, created following the Romanian-Austrian cooperation, in Romania's process of becoming "a regional actor".

According to Baconschi, Romania tried in 2011 to shift its stance also in the Arab world.

"There is already a cliche in the specialized press saying that we lost those markets, due to the energy focused on EU and NATO issues. But we recovered in two ways: opportune contacts with the new administrations, transitional or not, from the Arab emerging democracies in Northern Africa, Egypt, India, Tunisia and at the same time a tighter relation following the Gulf Cooperation Council-Romania Economic Forum we organized in Bucharest together with the Gulf-based oil-rich monarchies," the Romanian minister added.

Baconschi also tackled the relation with Ukraine, stressing that Romania was hoping to ease the dialogue between the EU and Ukraine.

"Obviously, Ukraine was one of main topics that we correctly approached this year, because it was absurd that a neighour of Ukraine's geopolitical importance were a hostile neighbour, ignored by us and ignoring us when not teasing us, on the sidelines of the normal diplomatic life - deportation of diplomats or aggressive diplomatic notes. Following a host of exploratory meetings and talks with the Ukrainian side on the sidelines of some multilateral events, I hold a meeting with Griscenko (Konstantin Griscenko, Ukraine's foreign minister - editor's note) in 2011 in Bucharest. This meeting paved the way firstly for signing a package of bilateral documents almost finalized and secondly for the prospect of a top political dialogue. We were hoping that alongside Poland and not against it, to ease the dialogue between Ukraine and the EU, at least Ukraine being interested in the area's energy security, the AGRI project and at least theoretically in the anti-missile shield," Teodor Baconschi explained.
